If NFL teams are rewarded in draft for hiring minorities, shouldn't Miami Dolphins benefit?

NFL owners will hear two proposals to increase opportunities for minorities, including one that would improve draft position. With minorities already in place as coach and GM, the Dolphins should seek to be rewarded.
