Hurricane Laura weakens from Category 4 status, residents in need of help but first responders have no way of getting to them

Hurricane Laura’s winds dropped to a maximum sustained speed of 100 mph as it continues to stomp through Louisiana with damaging winds and inland flooding endangering residents who have not evacuated, according to the National Hurricane Center’s 9 a.m. update.
