For Lehigh Valley attorney who witnessed a pivotal Ukraine election, Russian threat breeds concern for the future

Attorney Joseph Welsh, now director of the Lehigh Valley Justice Institute, served as an election observer in Ukraine during the 2019 election that gave the country's first democratically elected president a parliamentary majority. Welsh said that during his stay he witnessed hope for the future of the country that is now in question with the threat of Russian troops massing on its borders.
